Morgan Sindall to bring Elgin’s historic Crown Office into the 21st century

Morgan Sindall Construction is underway with a project that will turn Elgin’s Crown Office and Procurator Fiscal Service (COPFS) office into a modern, eco-friendly and energy-efficient space.

Morgan Sindall’s Scotland business will deliver extensive decarbonisation works, including replacing all windows with triple glazed units, installing a new heating system via a combined VRF and wet radiator system with air source heat pumps supplying the radiators, and insulating all external walls and rooves. The office will capture natural renewable sources through the utilisation of air source heat pumps and photovoltaic panels, while reducing costs sustainably. The scope will also include a new façade to the front, giving the building a new lease of life.

The work carried out by Morgan Sindall will enable COPFS Estates Strategy to fulfil its Scotland-wide commitment to embrace the drive towards using renewable energy, tackling climate change and meeting its targets of reducing carbon emissions by 2.5% each year, becoming completely carbon neutral by 2040.

The current premises in South Street have been closed since August and will remain closed for a total of 35 weeks, with the refit project scheduled for completion in summer 2024. This project is one of several currently being carried out by Morgan Sindall’s Scotland business in Elgin as they continue to build their presence in the area.

Procured under the SCAPE Scotland framework, the only framework awarded “Champion Status” of the CLC Carbon Reduction Code, the project will be carried out in line with Morgan Sindall’s Responsible Business goals, both in terms of the environmental impact of materials and construction activities, and the social value delivered through opportunities for the local community.

Through local contractors, Morgan Sindall Construction Scotland is providing valuable experience to young apprentices on site taking the first steps in their construction careers. The company also aims to engage local young people and ex-members of the armed forces for career opportunities, by working with Barnardo’s and Elgin and Lossie Breakfast Club, part of the Armed Forces & Veterans Breakfast Club initiative.

To ensure the work of the COPFS can continue while renovations take place, a small operational team has been temporarily relocated to the town’s police station in Moray Street, while the remaining staff work from home until the project is completed.
