UK construction has long struggled to refine its persona, with debate about the impact of low margins and outdated working practices featuring in one high level industry report after another. History does show how perceptions of industries change over time. The glory eras of construction are best defined by periods of high demand, significant innovation, and substantial social impact. Many working in the built environment today would argue that the top tier contractors of the here and now are operating on these high plains, making a huge contribution to GDP while leaving behind a legacy of urban renewal and social value.

The construction industry’s troughs have been explored in comprehensive studies diagnosing problem areas. The two most impactful were both published in the 1990s: the Latham Report of 1994 and four years later, the Egan Report.
